Presenting will be:
Garrett Sullivan - Principal at Mercer Southern California
Garrett is a Principal and consultant in our Irvine office with 14 years of experience in health and benefits consulting with Mercer. Garrett prides himself on his strong relationships, availability, and responsiveness.
Garrett’s particular areas of expertise include self-funded benefit plans, Consumer Directed Health Plans and associated savings/reimbursement accounts, benefit program harmonization and consolidation, mergers and acquisitions, complex financial analysis, and working with Mercer’s specialty practices.
Garrett received his Bachelor of Science in Business Administration with a focus in Finance from the University of California-Riverside.
Fernanda Zendejas, JD - Principal at Mercer Southern California
Fernanda is a Principal at Mercer and a subject matter expert in leave, statutory disability, paid sick leave laws, and other paid time off. She began her career in the absence and productivity space in 2011 consulting on statutory leave law changes and drafting legal publications on topics such as ADAAA, pregnancy disability leave, and sick leave laws.
Fernanda completed her law degree at Whittier Law School and passed the California bar in 2017. She joined Mercer’s Life, Absence, and Disability practice in September of 2017 focusing on leave compliance until she transitioned to the Regulatory Resource Group in 2021.
Fernanda specializes in assessing leave programs and how they coordinate with applicable state leave laws such as Paid Sick, Job Protected Laws, Paid Family and Medical Leave laws, and PTO requirements. In her new role, she also focuses on compliance issues related to employer health and welfare programs. Fernanda works with clients all over the country.
She is based in the Irvine, California office where she also maintains a resident Life & Health Insurance License.
Yvonne Breiter, MBA - Principal at Mercer Southern California
Yvonne is a Principal in Mercer’s Life, Absence and Disability (LAD) Practice based in Irvine, CA. She has over twenty years of experience in the health and productivity fields. Her skills include absence and disability program design, program implementation, operational improvements, marketing, renewals, and performance management.
She has worked with Fortune 500 clients and in a variety of industries such as healthcare, financial, oil& gas, hi-tech, and many more. Her expertise helps employers deliver absence and disability programs tailored to financial and organizational imperatives.

Bart Miller - Principal at Mercer Southern California
Bart is a Principal and Investment Director in Mercer’s Wealth Practice based in Los Angeles, CA. He has over 35 years’ experience working with Defined Contribution and Defined Benefit plans.
Before joining Mercer, he was National Sales Manager for Putnam Investments in Boston and National Sales Manager for Russell Investments in Seattle. He held various positions with several National Investment firms designing and establishing retirement plans for mid-market companies. While working with Legg Mason, he was twice named a top DCIO Consultant and voted the No. 1 DCIO provider in the Institutional Investor 2017 DC survey.
Bart received his Bachelor of Science in Political Science and his Bachelor of Science in Philosophy from Utah State University. He holds his series 6,7,26,63 and 65 security licenses.
